Presentation of the OEPV program
OEPV is a program designed to encourage and support employers in their efforts to promote the use of bicycles among their employees. The program aims to facilitate access to more sustainable and environmentally-friendly mobility, while helping to improve the health and well-being of employees.
Program objectives and benefits
The aim of the OEPV program is to finance and support employers who wish to set up infrastructures and services that encourage the use of bicycles. Among the benefits offered are the reimbursement of certain expenses linked to the purchase and installation of bicycle parking facilities, as well as training in the use of bicycles, maintenance and repair services, and advice and support.

Financing bicycle parking facilities with OEPV
OEPV: To finance what?
OEPV finances the purchase and installation of bicycle parking equipment, including bike shelters, bike racks, lockers and repair stations. The program also covers the customization of parking furniture if this is related to the parking and carried out by the equipment supplier.
The second part financed by the program is advice and support in setting up a cycling policy within your company, with various training courses and workshops.
OEPV : Bonuses
The program Objectif Employeur Pro-Vélo (OEPV) offers financial incentives to co-finance the installation of bicycle-friendly facilities and services. These bonuses are calculated according to several criteria, and cover between 40 % and 60 % costs eligible services.
How are bonuses calculated?
Calculation criteria :
- Employer site size The number of employees on the site influences the amount of the bonus.
- Geographical area Premiums are adjusted according to whether the site is located in a normal zone or in a ZNI (non-interconnected zone).
- Type of service : Only services in the OEPV catalog are eligible.
Bonus amounts :
- The maximum amount per site is defined in a specific table (December 2023).
- Ceilings vary according to the number of employees and location.
Proportion of financing :
- Premiums cover 40 % to 60 % costs of selected services

Eligible services :
Premiums finance a range of services and equipment from the OEPV catalog, including :
- Equipment Bicycle parking.
- Training : Getting back in the saddle, safe driving, getting to grips with a VAE, etc.
- Maintenance Maintenance and repair of employee bicycles.
- Advice Mobility diagnosis, bike referent training, development of a pro-bike action plan, etc.
Qualifying conditions :
- Services must be ordered within the OEPV catalog.
- Bonus payments are made on presentation of supporting documents.
Cumulative bonus rules :
- No overlap with other CEE programs A given service cannot receive premiums from several CEE programs.
- Specific cumulation with the Alvéole Plus program (public sector) Possible if :
- Visit employee parking are financed by OEPV.
- Visit public parking are financed by Alvéole Plus.
Case in point:
An employer with 50 employees outside the French ZNI region wishing to install bicycle shelters and organize a training course to get back in the saddle can benefit from a contribution of up to 60 % of the costs, up to the ceiling corresponding to the size and location of its site.

OEPV: How does it work?
To obtain the subsidy, the employer must follow a comprehensive program designed to promote the use of bicycles for commuting. The entire program (stages 1, 2, 3, 5 and 6) is free of charge. All you have to pay for are the services and equipment you need to promote cycling within your company.
To obtain the label Employer Pro-Vélo8 criteria must be validated:
- Appointment of a site bicycle coordinator
- Development of a bicycle mobility strategy: diagnosis
- Development of a bicycle mobility strategy: action plan
- Communications on bicycle mobility for staff
- Regular maintenance and repair of staff bicycles
- Safe cycling training
- Risk and accident analysis
- Presence of a parking space
How do I get the bonus for installing my shelter?
Once the bike shelter has been installed on site, the beneficiary takes photos of the installation and uploads them to the OEPV platform. The photos are submitted to the program for validation. Only compliant installations are eligible for the bonus.
To obtain the bonus, the beneficiary uploads the paid invoice and proof of payment to the platform. The premium is paid to the beneficiary once the audit request has been processed, at the same time as all the services in the catalog have been ordered (bike training, maintenance and repair services, advice and support services).
- Attention
All premiums are paid to the employer after the audit request.
- If the beneficiary interrupts the service, the service provider's general terms and conditions of sale apply. This means that the beneficiary may have to pay the service provider for all or part of the service.
- As the service has not been fully completed, the Beneficiary will not be entitled to the associated bonus.
